It is semi sarc. The other semi part is reality. This happens now with our civilian law enforcement officers.
When you’ve arrested a perp 10 times and he/she ends back on the streets, d/t technicalities or no sentencing. What impetus is it to continue arresting them?
Sick, but a fact.

What happens ‘round here (Seattle) is the cops become reactive not proactive, just wait till something goes down. The other factor is certain community leaders will protest every arrest within their community as “racist” and the Chief and City Clowncil don’t back up the cops.

The result is reactive policing.
