40 foiled attacks

I just don’t understand it. Nobel Peace Prize winner Yasser Arafat has condemned the terrorist attacks against Israeli citizens (in Arabic! Oooh!), and he’s promised reforms in the Palestinian Authority. So how come there were 40 thwarted attacks in the last week, mostly from Arafat’s own Fatah organization?
