The only two identifiers on the net used for the most part for identities are your e-mail account and your IP. Both are easily easily changed by anyone who has an interest changing "identities" in fact the IP changes a lot on its own as your mainframe server doles out the address' to its various clients, and E-mail can be changed even easier. Even stupid things like cookies can be erased.
SO basically its like the "whack a mole game", you ban em once they just pop up as someone else at another time. (usually the time it takes to get a new IP and E-mail address.)
