Passport Probe Finds Link to Obama Campaign?

Bill Gertz and Jon Ward report that one of the people who illegally accessed the presidential candidates’ passport records works for a company headed by an adviser to the Barack Obama campaign.

The State Department investigation of improper computer access to passport records of three presidential candidates is focusing on one remaining employee — a contract worker with a company headed by an adviser to the presidential campaign of Sen. Barack Obama.

The probe by State’s inspector general will include polygraph tests for supervisors in the passport section to find out whether the three contract employees who accessed the records had a political motive or were part of a political operation to obtain personal data on Mr. Obama, Sen. John McCain or Sen. Hillary Rodham Clinton.

Two of the three contract employees had been fired before The Washington Times first reported Thursday on security breaches involving Mr. Obama’s passport records. The furor expanded yesterday to incidents involving the passport records of Mr. McCain and Mrs. Clinton.

The third employee, who has not been fired, worked for The Analysis Corporation (TAC), which is headed by John O. Brennan, a former CIA agent who is an adviser to Mr. Obama’s presidential campaign on intelligence and foreign policy.

The TAC employee is the only individual to have accessed both Mr. Obama’s and Mr. McCain’s passport information without proper authorization, a State Department spokesman said. That employee, who was not named, triggered an electronic alarm system, officials familiar with the probe said.

It's funny that Obama was chirping loudly after news broke on Friday about the security breach, Clinton didn't really address the issue at all when news broke of her finding out that her information was breached, and then not a peep from McCain at all.

I have to confess, I haven't followed what has happened with this passport incident. Can someone fill me in? I got the feeling for a minute that this was supposed to be a Watergate-like scandal, in which Hillary's goons (or maybe McCain's goons or Bush's goons) were caught illegally snooping into Obama's private business for political purposes. But that seemed to sputter out, and now apparently people were accessing McCain's records as well? And now it turns out some of them were working for Obama?

I'm confused, and I'm having trouble figuring out if there's something here that I'm supposed to get outraged about.

I kinda doubt that the passport files have information on their travels -- that's something that would only be in the passport itself (stamps and visas). There would be, however, a lot of personal information, including date of birth and Social Security number.

When you have someone's name, DOB and SSN, there's really no limit to the mischief you can do to that person. Obama, Hillary and McCain should probably get in touch with the ID Theft Hotline.

The travel record will be there too. Though they still put the ink stamp on the page. Every entry and exit from the US (in which the passport was presented) will be recorded. Entry into other countries will have information only if it was shared with the State Department.

There is reason to be outraged. The fact is that there are personal and confidential records that the State Department uses when putting together passport files. It contains pretty much everything needed to create an identity - SSNs, DOB, addresses, marriage certs., etc., and these are supposed to be kept private and confidential for a reason.

That someone breached the security is a serious affair - the reasons for which may be innocuous - such as an instance related to me by an associate who mentioned that when they worked at a DA's office, someone wanted to show how a DMV search operates - and chose a very public figure (the gov at the time). The next day there was a bunch of State Troopers knocking at the DA's office to demand how and why the record was accessed. After then, that individual only used his own DMV info to show how the records work.

However, it could also be used for oppo-research, which is criminal.

I am still concerned over how security is in place for the average joe and whether someone from one of these contract firms could access our information and we'd never know, until we find our credit history in shambles because someone stole our identities.

It will be interesting to see what Drudge does. I've been a little surprised that he has had so little of the Obama scandals, especially as the news is making it into the msm. He certainly has his focus on Clinton's scandals - which to be honest, is nice to see their scandals get some attention.

I agree. Similar issues could be raised about medical records. Wasn't there an incident recently in which various curious hospital employees were accessing Britney Spears' data on a hospital computer?

I guess my point was just that it seemed this was nothing more than an example of curious State Department employees breaking the law by peeking at famous peoples' records, just for fun. Until this information surfaced about the snoopers perhaps being affiliated with Obama's campaign.

I think there are different rules once someone is fired. This came up during the days of McCarthy. I think once they're fired you cannot investigate them as closely. They may have NOT fired this guy so they can look at him more closely.

I guess my point was just that it seemed this was nothing more than an example of curious State Department employees breaking the law by peeking at famous peoples' records, just for fun. Until this information surfaced about the snoopers perhaps being affiliated with Obama's campaign.

Just to clarify - these weren't State Department officials, but contract workers for firms hired by State to process passport applications.

You may be making assumptions on the quality of the State Department database. The tracking needs to have been built in. This also will depend on the level of access given to the subcontractor. After all the whole database was likely created and sold to the State Department by a contractor, and not built in house.

I kinda doubt that the passport files have information on their travels -- that's something that would only be in the passport itself (stamps and visas). There would be, however, a lot of personal information, including date of birth and Social Security number.

When you have someone's name, DOB and SSN, there's really no limit to the mischief you can do to that person. Obama, Hillary and McCain should probably get in touch with the ID Theft Hotline.

You are correct. The application is for positive ID. You can use a PP to change your Soc. Sec. info. if it is incorrect.

Actual travel is in the PP itself and it's "extension pages" (added by any US Embassy with a notary type seal where the fold-out pages are joined) if you run out of room - as I have several times.

When I lived in Austin, I once rescued a grackle* that had been maimed by a cat. A local vet treated it, charging only for the cost of the medicine that he used, and referred me to a woman who specialized in taking care of injured birds.

And if the sanctuary gives you a runaround (like I get from our local wildlife groups once in awhile), sometimes the young folks who work at places like Petco can be very helpful. Has been my experience anyway. They may have a special blend seed mush-type food or something that can be used with a small squeeze-dropper thingy?

Eh. Several things about that make me wary:

1. It originates on a radio talk show. They're fun for commentary and whatnot, but not very reliable for breaking news.

2. Anonymous sources who are "former" this and that.

3. The allegations are somewhat indirect; not that Obama gave money to a terrorist, actually, but that he was associated, perhaps, with someone who gave money to someone who may have connections... and so forth.

Worth watching, but not much there so far, I'd say.

We have many multi-national corporations who have invested heavily in partnerships with Chinese state companies and are always at risk of being expelled with no recourse. They aren't really an ally, they aren't really an enemy and I don't know nearly enough about US China relations to say whether or not Pelosi's meeting with the Dalai Llama will affect our relations much at all.

So while I am just as disgusted with Chinese repression of Tibetans, I am not sure if it makes good foreign policy to have the 2nd person in line of Presidential succession having a photo op with the Dalai Llama while Chinese soldiers are cracking Tibetan monks across the skull with night sticks. Her support may be a signal to other Tibetans who still have their skulls intact that the US will intervene on their behalf and perhaps entice them to continue with the clashes. But that alleged support Pelosi is offering is just words.

Why wouldn't it be a good idea for Americans and other individuals to buy Treasury bills--if they are like WAR BONDS were during WWII, which I don't know--instead of letting China buy our debt?

Anyone? Would it be patriotic to buy Treasury instruments right now?

I'm just starting to learn about economics so take my answer with a grain of salt. China isn't really buying our debt. We do have a trade deficit with them (we buy more Chinese made goods than they buy American) but that's not necessarily a bad thing. We have very low unemployment and opening up factories here to produce cheap plastic crap at low wages wouldn't really work very well. Also Americans have a lot of money in our pockets to buy imported goods with, that's a good thing. Even if we did increase our manufacturing of cheap crap the Chinese wouldn't buy it anyways because the average Chinese citizen has no money to spare to buy it.

I just want to write this down.

US Senator Barack Hussein Obama, the leading Democrat candidate for the Presidency, hired an ex-CIA spook named John O. Brennan to be an adviser on intelligence and foreign policy for his presidential campaign. Mr. Brennan also owns a company named The Analysis Corporation (TAC) which is a State Department contractor and provides his employees with access to Passport files (and probably other DOS secure confidential information). Mr. Brennan's TAC employee illegally accessed both Sen. Obama's and leading Republican primary candidate Sen. McCain's passport records. Initially, only information relating to the illegal access to Sen. Obama's passport files was released to the public, leading to accusations by the Obama campaign against the Bush Administration, and massive media exposure for the Obama campaign's complaints regarding this security breach. There were actually three DOS contract employees who accessed candidate passport files which including Sen. Clinton's files. The two non-TAC employees were fired. Sec. Rice initially only contacted Sen. Obama to apologize for the lapse. It was only after the Washington Times reported that all three candidate's files were compromised, that Sec. Rice called the other two candidates.

So, an Obama security advisor's employee accessed at least both Obama's and McCain's files. That employee was the only one of the three contractors at State not to be fired. Until it was exposed that Sens. Clinton's and McCain's files were also compromised, Sec. Rice played along with the Obama camps story that it was the only victim. To put it even more succinctly, the Obama camp placed an intelligence agent into the State department, that agent gained access to secure and confidential DOS files, and Condi Rice apparently acted to cover this up.

I know some of you don't appreciate the links from '06 but it was an important time. It was after Porter Goss cleaned house. Brennan clearly doesn't like Porter, and he's loyal to Tenet.
Now this is thin theory, but..

There were more than a couple factions in CIA, think back to that time:
Leaks, false intel from Curveball (see hotair link above) Plamegate, etc.

One faction was disgruntled with the Homeland security merge and the fact that Dept of Defense was in the lead.

Another camp is remorseful over the false WMD data and very antiwar.

Which camp is Brennan in? I think signing on with Obama tells us.

I'm just starting to learn about economics so take my answer with a grain of salt. China isn't really buying our debt. We do have a trade deficit with them (we buy more Chinese made goods than they buy American) but that's not necessarily a bad thing. We have very low unemployment and opening up factories here to produce cheap plastic crap at low wages wouldn't really work very well. Also Americans have a lot of money in our pockets to buy imported goods with, that's a good thing. Even if we did increase our manufacturing of cheap crap the Chinese wouldn't buy it anyways because the average Chinese citizen has no money to spare to buy it.

Unlike the Chinese thugocrats who run China's economy, Mitt Romney wouldn't suggest America manufacture cheap crap (Hollywood does that already) but rather valued added exports, reflecting what we do best--ideate! Annoyances:
-Revised performance reporting system, which resulted in more work and even more inflated performance reports.
-McPeak's first version of the new dress blue uniform removed all military insignia--it looked like a business suit (an UGLY one--ed.). His next version added rank stripes to the sleeves, which made officers look like airline pilots. This made it convenient for those who were offered large sums of money to retire early and go to the airlines as he helped cut the size of the Air Force, however.
-Redesign of flight suits to add pleats, epaulets, side zippers (what were those for?) and other unneccessary, expensive modifications that made them less functional and look ridiculous. For example, he removed the "peter pocket" (survival knife pocket) because real (fighter) pilots wore g-suits that had a peter pocket built in. This was another little slap in the face to non-fighter aircrews, especially those aircrew members who wore parachutes, but not g-suits.
Post McPeak, flight suits were returned to their original design.

He remembers something called pyridostigmine; a preventive measure to a nerve agent; that pilots received small doses in the run up to the Gulf War I. There was some controversy because it wasn't necessary at that moment, and the pilots were told it was a test for adverse reactions, which if they happened, would ground the pilot. He's not sure it was McPeak, and as far as he remembers most pilots received the shot with no adverse effect.

He also remembers concerns about the anthrax vaccine that everyone was required to take before going to the Gulf theater of ops, but again, not a very large concern, and very few pilots leaving the service.

In 1996, McPeak served as Oregon state chairman for the Bob Dole for President campaign. During the presidential election of 2000 McPeak endorsed George W. Bush and served as co-chairman of Oregon Veterans for Bush.[1]

I don't think we have the full story yet as to why these records were accessed. It seems to be simple curiosity, but in the case of this still-working employee, it may end up being more.

One of the really ignored issues here is the use by government of "contract" employees to do government work, instead of using government employees who are directly accountable to the actual government, rather than a private employee who is NOT accountable to the government.

I posted the following at Michelle Malkin, but it might be appropriate to put it here, too:

There is a big misunderstanding about “public records”. Any information you give to the government, for governmental purposes, becomes a “public” record, because it is a governmental record. HOWEVER, within public records, there is information that is “confidential”, and cannot be released under a public records request. It does not have to be “classified” information to be considered “confidential”. Thus, an item such as your social security number, a number issued by the government for a government program, is confidential instead of publicly available everywhere. What constitutes "confidential" information within public records is either determined by law, or during court cases, such as those where a court finds that a person had a “reasonable” expectation to privacy as regards the information.

Many governmental entities use “contractors” to do necessary work because they have a sufficient budget for “contract” money, but not sufficient funding in a “payroll” budget category. Therefore, the agency cannot hire enough employees to do all jobs, particularly those jobs that may be temporary and/or short-term. This practice allows a “savings” in some situations, but not in others. But in all situations, it results in employees of private employers having access to official governmental records, without necessarily the same governmental oversight the employee might have if he were a true government employee.

One of the big but ignored issues here, as I see it, is the practice of using “contract” employees to do governmental work where the "contract" employees have access to confidential governmental records. The government is depending on the contractor to do proper background checks of employees as well as proper training of employees on the proper use of the records. I think this is misplaced trust in these contractors.

McPeak's greatest affront to the Air Force was what he did to the BDU to make the whole Air Force think they were aviators. Replaced all the name/branch tapes and rank with aircrew patches. Which meant you could not tell who was an officer until about one pace away, then it was full panic salute mode.

After McPeak left, the BDU reverted to full rank and name/branch tapes. Imagine that.
