UN: The Concept of the Carrot
The United Nations is becoming extremely vexed about the situation in Sudan: U.N. Envoy: Darfur Sliding Toward Anarchy.
UNITED NATIONS - A U.N. draft resolution on Friday urged warring parties in southern Sudan and western Darfur to reach peace agreements while promising international support and possible debt forgiveness if they do.
But the British draft also reiterates that the Security Council will consider “further urgent action” against any party in the Darfur conflict that fails to implement an April ceasefire, protect civilians, cooperate with African Union peacekeepers, disarm militias and prosecute the perpetrators of atrocities.
Council members are expected to discuss the draft next week and adopt the resolution during a meeting in Nairobi, Kenya on Nov. 18-19, only the fourth time since 1952 that the Security Council will hold a formal meeting outside New York.
U.S. Ambassador John Danforth, the current council president who conceived the Nairobi meeting to focus on Sudan, said Thursday the resolution will “present the concept of the carrot — namely that the international community will be there for Sudan if there is peace.”
But if there is no peace, he said, the council will make clear that “nothing good is going to come to the various groups.”
