Breaking: President Obama Says He’ll Sign Extension of Debt Ceiling

In today’s news of the Boehner, the Speaker of the House has just broken off debt ceiling talks with President Obama. And in return, Obama is now speaking; he just announced:

I will sign an extension of the debt limit through 2013, if that’s the best Congress can do…

Do what?

He first called for a clean debt ceiling vote (no revenues, cuts, just raise the debt ceiling) months ago. The Republicans said no. They said they wanted deficit reduction.

President Obama said "fine....how's $4 trillion sound?" The Republicans said no. No tax increases.

The President said, "okay, $3 trillion package, with no tax "increases," just changes to the tax code. The Republicans said no.

Where does that leave us?

I think Constitutional experts said it was possible due to Section 4 of the 14th Amendment:

Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.

I'm guessing he's speaking of one of the theoretical options. There are two floating around.

Note that the 14th amendment solution got a weasel-like downvote by his attorneys, not a hard downturn. Paraphrased: "So long as other options remain, it's a bad idea."

I've heard White House Counsel doesn't believe the 14th gives them the right to raise the debt ceiling. I know he said before that they wouldn't pursue the constitutional option.

The McConnell plan may be the only way to get it done at this point

I suppose because it became intertwined with reducing the debt. The Republicans were saying "cut all of this or else we won't raise the debt ceiling!" Obama also wanted to cut the debt and tried "in good faith" to negotiate with House to attain those goals.

Just for amusement I'll mention the other 'wild plan' that is kicking around. Google the Trillion Dollar Coin solution.

Bottom line, the mint is NOT restricted from coining (vs printing) in any denomination. There is no cap on seigniorage (nominal value vs metal value of coin). So: mint a couple of platinum coins with a face value of a Trillion Dollars, then deposit the coin(s) into the Fed's account with the Treasury.

It's as shaky as the 14th amendment solution but avoids the potential constitutional crisis.

I'm not really familiar with the specifics of it....but my understanding is they send some weird bill to the President saying they don't raise the debt ceiling, but if he vetoes it then the ceiling gets raised. So he vetoes it and they can't get the 66% they need to overturn the veto.

That way they get to vote against it twice and Obama takes all the responsibility.

Republicanism--- all the perks of governing with none of the responsibility!!!

My guess is that it will be put to vote and enough Republicans with brains will vote for it with Democrats to pass. The brainless can still say they stood on their principle of stupidity. Those who vote for it can still blame the president for not negotiating in a timely manner and then the negotiations will continue until the next election, and the markets may very well downgrade the US anyway because of the uncertainty, and my interest rate will go up.....

I think Constitutional experts said it was possible due to Section 4 of the 14th Amendment:

Section 4. I think he's seen the way the debt has been a real albatross around the neck of his Presidency...a $4 trillion reduction puts him in great shape for a second stimulus, infrastructure bank, high speed rail etc etc. Completely removes the GOP's argument against building our country.

Yeah - that's the generous take on political expediency.

The other take is that he's moving to the center to hold on to the independent vote, and as a cave to interests that want to see corporate taxes and upper end income taxes reduced.

Maybe, it all boils down to whether he really increases revenue by closing loopholes even as corporate and upper end income taxes are reduced. If he gets more corporations and filthy rich people to pay more taxes - regardless of the "rates," then I'm with him all the way. It's all about effective tax rates.

I have mixed feelings about the loss of a mortgage deduction. Yeah - it hits me personally but I'll take that hit. The question is whether the middle class as a whole can take that hit.

Glad you're so sure. Me, not so much. I don't actually know 100% what would happen if the debt ceiling isn't raised. I think there are some pretty knowledgeable people who say it will have a deleterious effect.

But I'm glad that you're 100% certain that in this time of a fragile economy, the impact of no raised debt ceiling will be insignificant.

But cause even if there is a slight chance of damaging effects, then this grandstanding about not raising the debt ceiling as a political gesture by politicians to pander to the Tea Party is a completely irresponsible gamble all for the sake of holding onto votes.

But you're 100% confident - so I guess we should all just relax and know that it will all work out no matter what.

I think no tax increases with over $1.5 trillion in program cuts makes for a GOP PR loss in the long run. Boehner had a chance to drive a wedge between Democrats and Obama and blew it. Boehner's letter still mentions a constitutional ammendment which is something that takes a lot longer than the deadline to initiate. Plus reality shows we have control over Congress through the voting process which is something proven the last election as to spending habits. Boehner walking away shows how the House GOP is inflexible to compromize while holding the debt ceiling as hostage to budget talks. All I can say if the program cuts that Obama mentioned are enacted, then tax increases for those making over $1 Million should be part of it for additional deficit reductions. I am speechless that the GOP got what they wanted with no tax increases yet dug their heels in as if no one figure this out for what it is.

Still doesn't make sense. If the guy was a right wing Christian extremist I can understand the government bombing but why the summer camp filled with Swedish kids? Why not immigrants or Jews? These guys usually want to make a point but I don't see the right wing motivation for attacking a summer camp.

I see from a quick look at Wiki that the Nazis killed freemasons too, on that assumption.

I could imagine Freemasons by dint of their professions and education might have been less anti-Semitic than others, but they're still nearly all white.

If the GOP fucks this up, I can't imagine any scenario where I'd ever vote for them again, no matter what happens in the future.

The U.S. Federal Aviation Administration will halt some operations at midnight after the House of Representatives and Senate adjourned today without agreeing on legislation to extend the agency’s authority.

The disagreement means the FAA has to furlough as many as 4,000 workers tomorrow and stop collecting about $200 million a week in airplane-ticket and other taxes until it is resolved, U.S. Transportation Secretary Ray LaHood said yesterday. Air- traffic controllers, considered essential employees, would remain on the job.

The agency has been without long-term funding legislation since 2007 and has operated on a series of short-term extensions, the most recent of which expires at midnight.

The House on July 19 approved a bill to keep the FAA funded through Sept. 16. Written by Representative John Mica, a Florida Republican who chairs the House transportation committee, it includes a provision restricting subsidies to small airports that has drawn the ire of leading Senate Democrats.

The House bill would eliminate assistance for air service to 13 rural communities, including towns in Nevada, home state of Senate Majority Leader Harry Reid; West Virginia, whose senior senator is Mica’s counterpart, Commerce Committee Chairman Jay Rockefeller; and Montana, whose senior senator, Max Baucus, chairs the Finance Committee.

Rockefeller wrote to Mica on July 19 saying, “Your attempt to punish the Senate by hurting small community air service has backfired -- this language only guarantees that the Senate will reject the FAA extension.”

Baucus and Senator Lisa Murkowski, an Alaska Republican, today urged their colleagues to back extension legislation without the rural airports language. Republicans blocked that bill, offered by Baucus and Rockefeller, from a floor vote. Democrats then thwarted Republicans’ attempt to bring Mica’s version to a vote.
