A US District court judge has ruled that the Navy is NOT exempt from the law prohibitiing sonar testing to save whales and other marine mammals, despite President Bush’s Executive Order to the contrary, based on the President’s assesment for the need of the Navy to conduct sonar testing and that there is no evidence of any damage to marine mammals from it’s sonar testing.
