It tells us that Obama’s strategic vision is one in which American foreign policy can be pursued discretely, with policies tailored narrowly to countries or crises with little regard for how the components assemble into a whole, or how a policy in one area might affect America’s interests in other areas. There is a great deal of evidence to support this claim.
