‘Thirty-Minute Missiles’: Nuclear Powers Fret Over US Quick-Strike Plans

The Obama administration wants to develop a global non-nuclear, quick-strike missile defense system. But one downside is that the weapons could confuse Russia and China and spark a nuclear response. US national defense analyst David E. Mosher of the RAND Corporation explains the new idea in a SPIEGEL ONLINE interview.
