So from now until I get me taxes done I pay $8.00 a gallon. Then I get the difference back. Okay.

How much revenue do you expect that to gain for the budget after the deduction?

Apart from government contractors or government employees, how would a reduction if federal spending lose us jobs? Will consumers have less to spend?

You could have your W-4 changed to reflect the tax credit effect, thus you would have your paycheck increased.

It should be close to a "push", during the first 5 years, i.e., no effect, but it will massively alter purchasing, living, and transportation patterns, e.g., purchasing of more fuel-efficient transportation, stimulate serious car-pooling, reduce imports of crude and other crude products, etc.
The tax credit would be reduced over a number of years, to enable the transition. The phase-out period would start, for example, at the beginning of year 6 with 20% reduction each year, i.e., the year 7 tax credit would be $1,440 (2nd year of reductions or a reduction of 40% --- 60% of $2,400 = $1,440).
Thus, beginning with year 6, there will be a positive effect upon annual deficits.

Those numbers, alone would have an extremely significant negative effect upon our economics and that effect would be exacerbated when the effects of the spending is calculated for those folks whose incomes are somewhat lower. lol

Consumers are also employees and taxpayers.
With less "energies" in the economy, jobs will be adversely affected as will greater governmental costs to subsidize those who are no longer employed.
