One of the pieces of rotten that the GOP thought was worthy of being POTUS. Your Grifters On Parade for thinking people to see every day of every week. So tell me again how the GOP is the party Of America and Responsibility and Compassion, jerkoff. Should be punched in the throat.

Downding for the threat. Saying someone “Should be punched in the throat.” is can get you banned from this blog. It’s happened before and I’d rather not see it happen to you. Don’t talk like that.

Perry’s explanation is that there is already a law on the books that does the same thing so this one would be redundant. The problem with his claim is that the current law only gives preference to goods produced or grown in Texas, not in the rest of the united States.

The existing bill is also being skirted wholesale through a legal loophole that claims that goods “manufactured” in Texas do not count as goods being “produced” there. WTF? So “manufactured” goods are not given preference.

The existing law also gives Texas companies a huge price advantage by not only saying that any out of state bid has to be lower. It has to be lower by at least as much as a Texas company making a bid in the state of origin of the competing company would have to be lower in order to win a contract there…yes really.

(A) A Texas bidder shall be given preference over a nonresident bidder when the cost, and quality of the goods or services are equal.
(B) The commission may award a contract to a nonresident bidder only if its bid is lower than the lowest bid submitted by a responsible Texas bidder by the same amount that a Texas bidder would be required to underbid the nonresident bidder to obtain a comparable contract in the state where the nonresident’s principal place of business is located. In evaluating a bid of a nonresident bidder, an amount will be added equal to the amount a Texas bidder would be required to underbid a nonresident bidder to obtain a comparable contract in the state where the nonresident bidder’s principal place of business is located, otherwise known as reciprocal preference. After the amount is added, an award may be made to the nonresident bidder if it is determined to have the lowest price and best bid. The amount added is for evaluation purposes only; in no event shall an amount be awarded in excess of the amount actually bid.

What a bunch of unclear, unquantifiable, and unenforceable gobbledegook, have they never heard of the interstate commerce act? Any out-of-state company that challenged the existing law in Federal court would win their suit against it without even breaking a sweat.

Which might explain why the legislature voted overwhelmingly for the new bill that give both Texas and U.S. made products preference and closes the arcane “manufactured vs. produced” loophole.

It also explains why Rick Perry vetoed it, because the new bill no longer gives a huge advantage to Texas companies by allowing them to charge considerably more than competing out-of-state U.S. companies and still get Texas state contracts.

Not a threat. A wish. Ignore his governance. It’s hardly noticeable except for the pain he inflicts on those least fortunate.
