The op-ed has it right: This UN report will change nothing. It’s sad but as the op-ed notes “we break it, we own it. And we don’t want to own North Korea’s problems.” And that sentence goes for every nation, even China and South Korea. So for the time being Kim Jong Un gets to brutalize his people. But not forever, for some day he will be held to account:

To “Do Something” would require going in and overthrowing that little psychotic nut.

Not sure we want to do that.

How are we going to do that without breaking the law, and without already strained economies?

China could easily put an end to these atrocities, but they don’t want to due to the inevitable refugee crisis that would result. That plus their general honey badger attitude toward human rights (in their own country as well).
