Not for the bonds - as I understand it, the taxpayers are on the hook for tax breaks that had to be offered by the Kentucky tourism bureau before the bonds could be underwritten. The bonds themselves are being bought by private investors and are not guaranteed in any way by the public. The bonds are unrated junk bonds that are supposed to be repaid from park revenue.

IIRC (and it’s not important enough to look up) Answers in Genesis bought a bunch of the bonds themselves. Very conveniently they now have just enough to break ground, though nowhere near the total needed.
I suspect the Nye debate was window dressing to hide the fact they’re putting in some of their own money so they can keep fleecing the rubes.
