No mayor, police chief, city manager, etc. is going to chance being the one that under reacted and had a real bomb go off. It might be overkill but the politcal risks favor that approach.

Another “yes” with a qualifier.

There are cases where I would say that things like unattended knapsacks, backpacks, or even vehicles have been used for the purpose of domestic terrorism - in cases like with Atlanta, where a metal container of unknown origin was attached to a high-traffic bridge, I am 100% behind the diligence shown.

However, there have been some rather famous cases of overreaction.

Sure, but everyone always thinks if a “suspicious package” wasn’t investigated and did turn out to be an explosive device that caused death and/or damage, there would be hell to pay.

Better cautious than regretful, I suppose.
