All members who have signed a pledge to Grover Norquist should be given the chance to renounce it, and if they refuse, expelled from Congress.

Period.

Not possible. It takes a 2/3rds vote of the relevant house to expel a member of Congress, and in the House of Representatives at least around 45% of the incoming Congress has taken the pledge. You’d have to get pledge taker to vote to expel themselves.
