I think Rubio’s baja grill might have a fish burrito but IMO, putting fish in a burrito would end up with the fish turning to mush.

There is a place in OBX NC that has a Gamefish Burrito and makes it work. Not soggy or anything. Can’t think of the place off the top of my head right now.
