As I stated above, I think that’s the intention but there were so many better ways to say it. I’m not criticizing the intent - it’s appropriate to what he wants to do - it’s just a bit mangled.

Perhaps, I’ll wait for the context and delivery to be sure. I think he tried to not repeat the Clinton mistake of writing a plan and let congress do it. As it turned out, it was called Obamacare just like Hillarycare anyway. It’s time for him to try some herding of cats. If he fails, it will be a major setback, and he needs to put it all on the line.
