In FO1 & 2, you could kill just about anyone you wanted, and it wouldn’t break the main story/quest. Sure, you could screw yourself out of options and other side quests, and even suffer consequences (posses, bounty hunters, and the like), but it was nearly impossible to break the main story/quest.

The fuckers who designed those first two Fallouts were gawt-damned RPG designing geniuses.

Same guys who did New Vegas! Feargus Urquart, Chris Avellone, etc
