Since 2011, Baltimore paid out $5.7 million in excessive force claims.

Keep in mind that Maryland has a $200,000 cap on state liability in state cases.

If Baltimore was in California, that figure would easily double. Long Beach was hit for 6.5 million on one case! (The Zerby police shooting, which still defies belief in how none of the cops are in jail)

Also, that figure does not include the $6,000,000 Baltimore spent on defense counsel.
