An operation might not have to be military.

It could be something like burning down a few orthodox churches in each of the three baltic states, blowing up radiostation or checkpoints at the border, killing a russian major on either side of the border. And then use the propaganda that the west is attacking to get his people in line. It could rapidly get very complicated.
