I’m beginning to doubt it’s an Islamist attack, but obviously we don’t have enough info yet to be certain about anything.

Local radio show here in San Diego was talking to some EOD guys about the bombs. They seemed to feel the devices were amateur at best, black powder or TNT maybe, not conventional military or improvised types of explosives.
