Implementation and quality assurance. To get contracts I need to be able to hire people. To hire people I need to have a starter fund first. I’m speccing out my business plan now to see the minimum I can do it on, and then I’ll try to get a loan through the SBA.

Tax is the absolute least of my worries.

True. You have to have reasonable earnings after business expenses to worry about taxes- probably a 100k in business income, at least.

I can only hope taxes are a major issue for you next year.
