Well, the main distinction would be between personal and political motivations. But it’s not like the victims care, and at the edges of sanity everything is kinda fuzzy anyway, so yeah.

Reading through the history of domestic terrorism, political and personal motivations tend to go hand-in-hand. The guy raving against the government and preaching bloody revolution tends to be the one who’s got a rap sheet longer than War And Peace.
