Boy, I almost missed that, glad I caught it way up there :).

So, the guy was never an authentic Catholic Bishop. Was he excommunicated for impersonating a Catholic Bishop or for his hatefulness? Or both? Rescinding his ex-communication is most likely a matter of mercy. If he’s not confessed the error of his ways, my understanding is that he would be prohibited from receiving Communion, but not from attending Mass or receiving the other Sacraments ( most especially, one could hope, Confession/forgiveness).
