“Flat tax” (rate) is fairly useless in terms of “simplifying” the tax code.

The complicated thing about income taxation is figuring out “what is taxable income”, not figuring out what the rate is.

Mmmmm, not sure. The way I’ve heard most advocate it is that you flatten the rates and the deductions so it isn’t that complicated to determine what is taxable, because it all is. You need to increase the tax base as well.
