Does Moonbat-Monbiot tell us who these “many commentators” are who describe this act, itself, as terrorism? I smell a strawman. His characterization of the Terrorism Act is incomplete and misleading as well.
There is no doubt at all that the bomber’s organization, Al Nusra, is a terrorist group. Not everything done by a terrorist group, however, is terrorism. Al Qaeda famously provided food and medical facilities in some of its operating areas. Does Moonbat think this justifies the 9-11 attacks. Come to think of it, he probably does.

His point isn’t as rare as you might think. I’ve seen the same argument applied to Hamas as well.
