While that image derives from the Roman Emperor Nero supposedly doing the same thing while Rome burn, what Nero actually did upon hearing the great fire in Rome was to put on a theater costume and sing a song called “The Fall of Troy”.

That story is almost certainly bullshit too though, designed to exploit the Roman status of actors and entertainers as infames.
