People’s property rights don’t give them free license to harm or abuse an animal any more than they give free rein to harm or abuse anything else living, like their kids.

iirc, if the animal is fed, sheltered and sees the vet regularly, the owner is in compliance with the law.

My question was about the law. What can we feasibly do and how much can we afford to spend?
