They actually modified a storyline from one of the early 70s era Dredd storys for the movie. In the original, it was Judge Giant who was under assessment as a probationary Judge. Anderson was already a serving Psy-Judge when she was introduced in the comic.

Yeah, but I think they realized they’d need a female counterpart to Dredd otherwise it would have been a total sausage fest. Plus, her being sympathetic to people was another counter. If everyone wearing a Judge uniform was like Dredd, it would have been boring and mechanical.
