Of all the “weapons” of state, including those the State department uses in it’s diplomacy, we have to remember that spying in peacetime saves lives. Prevents misunderstandings of intent. Helps avoid over estimations of threats to the state. It’s always been an embarrassment to get caught red handed. But then it’s a bit like getting caught bluffing in poker. Not all bad. Can be a good thing.
