I’ve read it elsewhere, so I can’t take credit for the quip, but here goes:

If you owe $250,000 to the bank, the bank owns you.
If you owe $250 million to the bank, you own the bank.

That’s why China can’t act precipitously (and neither can the US for that matter). Both are up to their neck in this mess, and neither can decide to act in a way that jeopardizes the economies of both nations.
