Finally, today is the day that the Census releases its figures:

We know some states that will lose one Congressional seat (such as Illinois.)

Texas is up for the most gains - likely 4. It should be noted though that the new seats there won’t automatically be in GOP strongholds, as the south of TX has been strongly growing too.

I wonder about all of that… if a state looses a seat who decides what seat? I am thinking the Governor? Is that right?
