If you can use any other Microsoft product (Word, Excel, Access, etc) then it’s not really that hard, just take a bit of practice. There is a free version you can play with:

But I’m sure some others would recommend you going with an open source database engine like mysql. The following is a little bundle for windows which has mysql along with the apache web server, php, phpmyadmin, perl, filezilla and mercury mail.

Always best to start with a project so come up with something you’d find fun and useful. Perhaps a recipe database? ;-)
