The DOJ investigation is likely resulting in no federal civil rights charges against Wilson for killing Brown.

But the separate DOJ investigation into Ferguson found systemic racism and racial profiling - Ferguson will either have to enter into a consent agreement, or be sued. Most municipalities that find themselves in this situation enter into consent agreements.

I expect Ferguson to enter into the consent agreement, which will likely include firing the police form/reforming the FPD, changing municipal policies, and taking other steps to reduce treating minorities as a piggy bank for municipal leaders/govt.
