Yes, you are exactly correct. The “Nika” riots by chariot racing clubs (demes) ended up with much of Constantinople being destroyed. Of course, the subtext was that Justinian was trying to ‘reform’ the government and was entangled in a series of very messy wars resulting in unpopular taxes.
