A case doesn’t have to ‘go to trial” for you to rack up a large legal bill. Lawyers charger per hour, whether they are in court, talking to you in an office, at a restaurant, or doing research for you without youy even being prestnt or aware that at that hour(s) they are ‘working” for you

I’m aware of that. However, all of these cases were settled very rapidly. It’s hard to see where they amount to a half million dollars worth of legal time.

Also, people who are exposed to legal entanglements on a regular basis typically have attorneys on retainer. For routine consultations and nasty form letters, their costs are already covered. I would hope that any governor would take such a step, particularly if the state law is really as described. But even without a retained attorney, that’s a lotta expenses to rack up.
