No. He probably thinks he worked with Russia. Or, they worked for him.

No matter the semantics here, the evidence is pointing to him conspiring against the United States with foreign agents from Russia to implement Russia’s agenda on foreign policy (the domestic chaos and sabotaging functioning government is a bonus).
