There would still be a hypothetical advantage to landing at sea when launching from the East Coast though, in that it saves fuel not having to traverse Westward back to the launch point. This will be especially be true of the Heavy Lift vehicle, where the second stage comes down a significant amount of time after the two booster cores detach.
