I see that as an unwanted side effect: the main impetus is the moral constraint: fear of unwanted pregnancy (and unwanted birth) should help people (chiefly young women) keep their legs together until they have found a husband who can afford to keep them at home, barefoot and pregnant.

And it is fear of women: they know how susceptible men are to their sexual wiles and want to limit their ability to use them on the mentally and emotionally weaker sex.

That’s true for some, and never unmixed. Watching a social control at work, it’s useful to ask “What fundamental purpose does this serve?” Your answer will depend on what kind(s) of determinist you are.
