Sounds like either he just wants attention, is hungry, or was harassing you because he knows it annoys you. Cats do the latter to people who are iffy about cats, so if you are not a cat person, that might be the deal with him.

Try looking him the eye and blinking. If he blinks black, blink again, then look away a lot. That will please him.
