Can someone tell me what “Tob Shebbe Goyim Harog” means?

The author claims its a Talmudic passage meaning “Kill the best Gentiles”. I have no idea if it does or doesn’t, if the quote is authentic, or what its context is.

I can tell you for sure, no where in the Talmud is anyone directed to kill any living creature. The world is full of people willing to lie about what is written in the Talmud as a means to secure converts to their anti-semetic way of thinking. Just so you know, our entire legal system is actually based on the Talmud. I am fairly certain that killing Gentiles, Babies, or even anti-semites is not legal here.
