Now,, as to the question can one have two US passports at the same time,,, I believe thew answer is no

The question was not asked in a vacuum, it was asked about him having TWO US PASSPORTS. It was then asked if he could have 2 passports legally, in response to the revelation the he had TWO US PASSPORTS. The question did not materialize out of thin air, it was an extension of a process that was understood to mean he had 2 US passports.
