Strictly speaking, I don’t think most Americans would be shocked if they learned that CIA liquidated a rogue agent on a foreign territory.

(Albeit the method is what matters the most. After all this could be seen as an act of nuclear terrorism, that involved quite a lot of “collateral damage”, what with polonium stains all around London.)
