I doubt it disrupts anything and the convention should not take place in the shadow of the scandal. Divided conventions lead to defeat. Many people who will vote for Hillary - with enthusiasm and without - can’t stand DWS - moreso after the scandal. Cutting her off placates them and leads to a convention with less bumps.
