There is zero doubt about it - California will suffer more major (bigger than today’s) earthquakes. And probably will for millions of years to come as the Pacific plate continues to grind NW against NA. Answering the question When? is the challenge. As far as I know, no reputable geologists will predict a firm date, though there has been some attempt to bin the probabilities (e.g., over the next 100 years.)

I believe the only times they can predict any possible recurrence would be after today’s activities. That itself would open a wide ranging window and nothing precise.

The best offense with earthquake hazards is seismic zone design standards which of course you’re familiar with. New construction already accounts for this. The problem lies with old structures and financing retro-fitting of these old buildings. This also includes transportation structures.
