Business is all those things. Moving overseas is sometime the best way of remaining in business. Moving manufacturing and call centers off shore allows a business to stay in business and retain the engineers and others to innovate.
The lawyers they hire cannot tweak tax laws. Tax laws come from congress which is influenced but not controlled by business. They have to work together and it is good when each entity understands how the other works.
