I seem to remember Saddam making an 11th hour offer to Bush to do something or other to avoid an invasion, and the Bush team shrugging it off since they weren’t willing to derail the war they’d been wanting since even before they were elected. Just one of the many, many reasons the Bush administration ended up with a 23% approval rating by the time they were done.
