It is what it is. Either make the enemy respect your strength or be attacked. That’s the way the world works. Fanatical totalitarians like Mao tse-Tung and Kim il-Sung do not respect ‘soft power’.

What enemies?

The only enemies the US has now are disjointed groups of terrorists who don’t care about the US’s military power. The only way to stop them as threat is through intelligence.
