Heh, yeah, a real fatwa is a serious thing that requires a lot of “daleel” or proofs from Islamic sources. It’s not something some jihadi can simply decide he’s going to issue in a 5-minute speech or via a flyer printed in his basement.
Bernard Lewis comments that as a result of the Salman Rushdie affair, most Westerners first heard the word ‘fatwa’ in a context that convinced them it was Arabic for ‘take out a hit on’.
