Kennedy started the tax cuts ball rolling.

Nobody actually paid 90%; they poured the money into tax-free foundations, which made grants, and… nobody minded, that was just as good as taxes, it got the money back out into circulation and did just as much for the economy, which is the whole point of not letting people pile it up.

Just like Carnegie “beat” the inheritance tax by building enough libraries and universities to not have any estate left when he died. Nobody called that a dodge, we admired that he’d found a useful way to put that money to public use.
